Curbing the menace of ragging in Higher Educational Institutions

Normal 0 false false false EN-IN X-NONE X-NONE The University Grants Commission (UGC) on June 27, 2019, has notified some recommendations and action steps which are required to be deployed in all institutions for curbing the menace of ragging in Higher Education Institutions. The UGC had notified a Regulation on Curbing the Menace of Ragging in Higher Education Institutions, 2009. These Regulations are mandatory for all higher educational institutions in the country.

Basic Measures:

1. Constitution of anti-ragging committee, anti-ragging squad, setting up of anti-ragging cell and adequate publicity for these measures through various media are to be undertaken.

2. Mention of anti-ragging warning in the institution’s prospectus and information booklets or brochures shall be ensured.

3. Updating websites of institutions with the complete address and contact details of nodal officers related to anti-ragging committee.

4. Each student and every parent have to submit an online undertaking in every academic year.

5. UGC has expanded the definition of ragging stating that any act of physical or mental abuse (including bullying and exclusion) targeted at another student fresher on the ground of colour, race, religion, caste, ethnicity, gender etc.

6. Installing CCTV cameras at viral points.

All institutions are requested to take counselling and monitoring measures:

1. Regular interaction and counselling with the students can detect early signs of ragging and identification of trouble-triggers.

2. Surprise inspection at hostels, students accommodation, canteens, rest-cum-recreation rooms, toilets, bus-stands and another measure should be undertaken.

3. All institution should organize events like anti-ragging workshops, seminars and other creative avenues.

4. Also safety and security apps without affecting the privacy of individuals can be creatively deployed.

The UGC has also initiated other measures to ensure a ragging free campus, a fundamental requirement for a supportive and fair institutional climate which is open to change, learning and progress. Any violation of UGC Regulations or failure of institution to take adequate steps to prevent ragging or failure to punish perpetrators of any incidents of ragging, will attract punitive actions under the UGC Act.

CBIC notifies the enforcement of Section 128 of the Finance Act, 2020

The Central Board of Indirect Taxes and Customs (CBIC) on May 16, 2020, appoints May 18, 2020, as the date on which the provisions of section 128 of the Finance Act, 2020 will come into force, in order to bring amendment in Section 140 of Central Goods and Services Tax Act, which specifies transitional arrangements for input tax credit, with effect from July 01, 2017.

EPFO extends the due date of filing of Electronic Challan Cum Return for the wage month of March 2020

The Employees’ Provident Fund Organisation (EPFO) on April 15, 2020, has extended the due date of payment of contributions, administrative charges and inspection charges. Due to the sudden outbreak of COVID-19 pandemic, the authority has decided to allow grace period of 30 days that is from April 14, 2020 to May 15, 2020, for filing of Electronic Challan Cum Return (ECR) to the employers of those establishments which have disbursed the wages for March, 2020 to their employees.

The employers need to file ECR for the wage month of March 2020 on or before May 15, 2020 by declaring actual date of disbursement of wages for March 2020 in the column of ‘Salary disbursal date’ in the ECR and remit the contributions and inspection charges on or before May 15, 2020.

UGC requests HEIs to organize series of discussions on draft National Education Policy

The University Grants Commission (UGC) on July 04, 2019, has issued a letter requesting all the institutions to organize series of discussions on draft National Education Policy (NEP), 2019, followed by widespread dissemination of outcomes in different media platforms. The draft Policy is developed by a committee chaired by K.Kasturirangan to meet the changing dynamics of the population’s requirement with regards to quality education, innovation and research. The Policy is founded on the guiding goals of Access, Equity, Quality, Affordability and Accountability. The public comments or suggestions are invited from the general public till July 31, 2019. This document is of immense importance for decades to come and will have long implications on Indian education system. It is desired that all higher education institutions must participate actively and contribute in the final making of the country’s first education policy in the twenty first century.

Thus indulgence of academic fraternity in insightful discussions and highlighting major recommendations for evoking widespread attention and awareness through various modes on the proposed reforms is solicited. CBIC rescinds Circulars regarding deposit in and removal of goods from Customs Bonded warehouses in electronic sealing

The Central Board of Indirect Taxes and Customs (CBIC) on May 18, 2020, rescinds Circular No. 19/2018-Customs dates June 18, 2018 and Circular 10/2020-Customs dates February 07, 2020 regarding Radio Frequency Identification (RFID) sealing of goods to be deposited in or removed from Customs Bonded Warehouses.

However, a comprehensive circular is under consideration and shall be soon placed in public domain (www.cbic.nic.in) to seek inputs or suggestions from all stakeholders before issuance.

Therefore, Circulars issued previously in this matter and yet to be operationalized, stand rescinded.

EPFO makes filing of ECR easier for business

The Ministry of Labour and Employment (MoLE) on April 30, 2020, makes filing of monthly Electronic-Challan cum Return (ECR) separate from Payment of the statutory contributions reported in the ECR, to ease the compliance procedure under Employees’ Provident Funds and Miscellaneous Provident (EPF & MP) Act, 1952.

The ECR can now onwards be filed by an employer without the need of simultaneous payment of contributions and contributions may be paid later by the employer after filing the ECR.

Filing of ECR in time shall help in credit of employer’s and employee’s share of contributions, totaling 24% of wages by Central Govt. in EPF accounts of low wage earners in establishments eligible under Pradhan Mantri Garib Kalyan Yojana package.

UGC issues Circular upon regarding payment of semester fees to universities and colleges

The University Grants Commission (UGC) on May 27, 2020, has issued a Circular regarding payment of fees to universities and colleges. UGC had received representations from students and parents stating that universities and colleges are asking for an immediate payment of annual or semester tuition fee, examination fee, etc. It is represented that due to the financial hardship being faced due to the lockdown, they are not in position to make payment of fee.

Therefore, UGC has requested the universities and colleges to consider the matter regarding payment of annual or semester fee, tuition fee, examination fee, etc. and if possible, may consider offering alternative payment options to students till the situation returns to normal.

CBIC extends Period for submission of Bond till May 15, 2020

The Central Board of Indirect Taxes and Customs (CBIC) extended relaxation for submission of Bond till May 15, 2020.

The Central Board of Indirect Taxes and Customs (CBIC) issued a notification on Tuesday reviewing the circular pertaining to the measures to facilitate trade during the lockdown period.

The circular was issued for the purpose of reviewing the previous circular wherein a relaxation was given to accept an undertaking in lieu of a bond required during customs clearance up to 30th April 2020 subject to certain conditions.

Recently the Central Government extended the lockdown till May 3, 2020, and taking into consideration that it might take some time after the end of the lockdown for the situation to normalize, the board has decided to further extend the facility of accepting undertaking in lieu of bond for the period till May 15, 2020. Consequently, the date for submission of a proper bond in lieu of which the undertaking is being temporarily accepted is extended till May 30, 2020, which will be reviewed by the board after the end of the lockdown period, the circular said.

The Central Board of Indirect Taxes and Customs (CBIC) on May 29, 2020, has amended the tariff Notification in respect of fixation of tariff value of the following goods:

  • Crude Palm Oil
  • RBD Palm Oil
  • Others – Palm Oil
  • Crude Palmolein
  • RBD Palmolein
  • Others – Palmolein
  • Crude Soya bean Oil
  • Brass Scrap (all grades)
  • Poppy seeds
  • Gold, in any form, in respect of which the benefit of entries at serial number 356 of the Notification No. 50/2017-Customs dated June 30, 2017 is availed.
  • Silver, in any form, in respect of which the benefit of entries at serial number 357 of the Notification No. 50/2017-Customs dated June 30, 2017 is availed.
  • Areca nuts

The Table 1, 2 and 3 provided in the Notification will be substituted for the existing tables in its parent Notification. These tables contain the details about Chapter headings, descriptions of goods and tariff value.

CBIC determines the Exchange Rate of Foreign Currency Relating To Imported and Exported Goods on May 21, 2020

In accordance with Section 14 of the Customs Act, 1962, the Central Board of Indirect Taxes and Customs (CBIC) releases the Exchange Rate Notification for the valuation of goods for purposes of assessment under the Act. In international trade, the value of goods is determined by converting the foreign currency into INR using the customs exchange rate. This is the deemed value of goods on which a duty of customs will be chargeable.

The CBIC on May 21, 2020, has issued an exchange rate Notification determining the rate of exchange of conversion of the below mentioned foreign currencies in Indian rupees which will be effective from May 22, 2020:
